1. The basic situation of the construction project

Project nature: new
Construction site: No. 14666, Yihe Street, Binhai Development Zone, Weifang City, Shandong Province (in the main factory area of ​​Shandong Tianyi Chemical Co., Ltd.)
Construction content and scale: The total area of ​​the project is 2374.63m2. The production workshop is old. The original decabromodiphenyl ether workshop is now dismantled and converted into a BPS workshop. Newly added raw material storage tanks: two 30m3 horizontal bromine storage tanks and two 30m3 horizontal methylene chloride storage tanks will be added to the east of the storage tank area on the south side of the new decabromodiphenylethane workshop; after the project is completed , The main product is brominated polystyrene (abbreviated as BPS), the production scale is 1200ta; the by-product magnesium chloride, the production scale is 1120.7ta.
2. Main pollution factors and prevention measures of construction projects
1. Wastewater
After the proposed project is completed and put into operation, the wastewater generated during the production process of this project mainly includes process wastewater, circulating system drainage and equipment, ground flushing water, water curtain dust removal drainage, vacuum pump drainage, etc. The process wastewater includes: primary washing wastewater, neutralization wastewater, secondary washing wastewater, suction filtration centrifugal wastewater, and by-product evaporation crystallization condensate. The above wastewater is collected and transported by classification. Among them, the process wastewater is first sent to the three-effect evaporator to evaporate, and then together with the rest of the wastewater, it is sent to the plant sewage station for treatment. The effluent quality meets the requirements of the water collection standard of Chongweifang Chongjie Sewage Treatment Co., Ltd., and is transported to Weifang Chongjie Sewage Treatment Co., Ltd. through "one enterprise, one management" to be discharged after reaching the standard.
In summary, the wastewater from the proposed project can meet the discharge standards, and the impact on the local surface water is acceptable.
2. Exhaust gas
The main organized air pollution sources of this project mainly include waste gas from solvent drying, waste gas from PS dissolution, waste gas from bromine chloride synthesis, waste gas from bromination reaction, waste gas from washing tank and neutralization tank, solvent condensation The non-condensable gas generated by the recovery and the exhaust gas generated by suction filtration and centrifugation are all absorbed by the two-stage magnesium hydroxide spray and absorbed by the two-stage activated carbon device, and then discharged through the 15-meter-high exhaust cylinder P10.
Exhaust gas from the drying process, waste gas from the mixing process, and waste gas from the granulation and packaging process. The above three waste gases are dusted by the two-stage water curtain of the bag filter (the dust collection rate of the bag filter is 90%, and the two-stage water curtain After the dust removal efficiency is 99%), it is discharged through the 15-meter-high exhaust pipe P11.
This environmental assessment has adopted corresponding control measures for the above exhaust gas. After the measures are taken, all atmospheric pollutants can be discharged to reach the standard. The measures are feasible, and the impact on the surrounding atmospheric environment is small and at an acceptable level.
In summary, the waste gas produced by this project will not have an impact on the atmospheric environment after corresponding measures are taken.
3. Noise
The main noise sources of the proposed project come from various equipment such as chemical pumps, centrifuges, air compressors and drying systems. The installation of the equipment adopts basic vibration reduction and flexible interfaces, and measures such as placing large noise equipment in soundproof rooms or installing silencers. It can ensure that the noise at the boundary of the plant meets the standard requirements of the Class 3 acoustic environment function zone in the "Emission Standard for Environmental Noise at the Boundary of Industrial Enterprises" (GB12348-2008).
4. Solid waste
The solid waste generated by the proposed project includes waste phosphoric acid produced by solvent drying, waste activated carbon produced by activated carbon adsorption device, waste salt residue produced by the three-effect evaporation process, waste raw material packaging materials, etc. They are all hazardous wastes, which are temporarily stored in hazardous waste warehouses after centralized collection and are entrusted to a qualified unit for disposal. The solid waste generated by the proposed project will be disposed of in accordance with the principle of "resource, reduction, and harmlessness", and all solid waste of the project will be reasonably used
The solid waste generated by the project has been properly disposed of. General solid waste storage meets the "General Industrial Solid Waste Storage and Disposal Pollution Control Standards"
(GB18599-2001) and the relevant requirements in its amendments; storage of hazardous waste meets the requirements of the "Hazardous Waste Storage Pollution Control Standard" (GB18597-2001) and its amendments.
In strict accordance with the relevant national and provincial regulations, the project implements various solid waste collection, disposal and comprehensive utilization measures. The solid waste can be effectively disposed of and will not cause secondary pollution to the environment.
